Hill District Consensus Group
Hill District Consensus Group is a membership-based 501(c)(3) that organized the One Hill CBA Coalition in 2007-2008, continues renter-rights programming and development oversight, and characterized the 2025 expiration of the Penguins' development rights as a window to demand enforceable CBA terms from the URA.

Hill District Consensus Group, led by Director Carl Redwood during the One Hill fight and Executive Director Carol Hardeman since, has sustained the community’s oversight role in the Lower Hill redevelopment from the 2008 CBA through the 2025 expiration of the Penguins’ development rights.
